RANCANG BANGUN SISTEM INFORMASI PELAYANAN SURAT BERBASIS ALGORITMA FIFO DAN TRANSPARANSI APBDES PEMERINTAH DESA

Abstract

Currently, administrative services and public information transparency in Pamuruyan Village are still not functioning optimally because management remains entirely conventional. The main issues faced are accessibility challenges for residents particularly those living outside the village or who are unable to physically visit the village office to handle paperwork as well as the community’s limited access to information regarding the Village Revenue and Expenditure Budget (APBDes), which should be transparent and accountable. This research aims to address these challenges by designing an integrated, website-based village information system. The approach used in building this system is the Scrum method, which was chosen to ensure the development process remains flexible enough to adapt to the village’s dynamic needs. Additionally, to address service irregularities, a First In, First Out (FIFO) algorithm was implemented to ensure every resident is served fairly in the order their data is received, without discrimination. Technically, this system was developed using the Laravel framework, supported by a MySQL database and a modern admin interface.

The results of this study show that the developed system is fully functional, as evidenced by the Black Box testing results, which achieved a 100% success rate. Furthermore, public response to this system has been very positive. Based on an evaluation using the Technology Acceptance Model (TAM) involving 39 respondents, an overall average score of 86.12% was obtained, falling into the “Very Good” category. In detail, the system’s perceived usefulness received a score of 88.72%, while its perceived ease of use achieved a score of 85.95%. These evaluation results demonstrate that the developed system is useful and effective in improving service efficiency and the transparency of governance in Pamuruyan Village.
